This is a follow-up to the previous memo sent on June 28, 2018 regarding programming changes to FAD reporting cycle two. The current FAD editing program uses the Social Security Administration’s numbering scheme to determine if the social security numbers (SSN) reported in Data Element #5 (SSN/ID) are valid.

The Texas Higher Education Coordinating Board (THECB) is now accepting files beginning June 10, 2019 for the FY 2019 (2018-19) FAD Reporting Cycle Two.

This memo is to announce the enclosed 2018-19 final allocation amount based on the appropriation and carry forward amounts from fiscal year 2018 for the BOT loan program.

This memo is to make you aware of an issue with the College Access Loan (CAL) application process. Students may receive an error message during the loan application process regarding “a problem accessing your information”. We are working to resolve this issue with our software vendor and will update you as more information becomes available.

The Kenneth H. Ashworth Fellowship Program was established in 1997 by the members of the Texas Higher Education Coordinating Board (THECB) to honor Dr. Ashworth for his 21 years of service as Commissioner of Higher Education. The purpose of the program is to provide financial assistance to students with financial need enrolled in a graduate program leading to a career in public affairs, public service or public administration. The 2019-20 application is enclosed and also available on the College For All Texans website under the Kenneth H. Ashworth Fellowship Program page.

Financial Aid Services (FAS) requires an annual User Access Review for the secure web portals used to transmit information between institutions and the Texas Higher Education Coordinating Board (THECB). The three main financial aid portals include: Higher Education Loan Management System (HelmNet), Coordinating Board Pass (CBPASS) and MOVEit DMZ. These web portals allow staff at the institution to access FERPA regulated information. For compliance and security purposes, institutions are required to ensure that designated portal users are accurate and up-to-date.

The Texas Higher Education Coordinating Board (THECB) is required to collect data on statefunded campus-based programs and maintain guidelines for the administration of the Texas Public Educational Grant (TPEG) program. Enclosed is the required form that should be used by participating private and all public institutions to report data for the 2017-18 academic year.

Enclosed is a copy of the FY 2019 BOT allocation for private and independent institutions, including encumbered and unencumbered amounts as of October 17, 2018.

On July 9, 2018, the 10-day allocation data review materials for the TCWS Mentorship program were issued to institutions. Institutions were invited to confirm that the “TCWS Mentorship Preliminary Allocation Calculation Data” accurately reflected the data submitted to the Texas Higher Education Coordinating Board (THECB). Institutions were allowed 10 days to review the data. That period ended at the close of business on July 23, 2018. Through this process, THECB received no comments about the data.

Enclosed is the 2018-19 application for the Educational Aide Exemption (EAE) program.

During the FY 2018 FAD reporting cycle two, necessary programming changes to the reporting process were identified and have been placed into production. Enclosed are some clarifications to assist institutions with file processing.

The deadline to submit data for the State’s Net Price Calculator tool located on the College For All Texans website is May 31, 2018. All public institutions that offer an undergraduate program(s) are required to participate.

All state financial aid programs must be reconciled with the Texas Higher Education Coordinating Board (THECB) starting with reporting cycle two in order to validate by the August 1, 2018 deadline.
