Senate Bill 810, 85th Texas Legislature, Regular Session, established the Open Educational Resources (OER) Grant Program, which was designed to incentivize faculty at Texas institutions of higher education to adopt, modify, redesign, or develop courses that use only open educational resources. This report details the administration of the competitive grant program and provides initial information about cost savings for students from the use of OER by faculty grantees as well as the number of students served by the first round of grants (which was awarded in 2018).

Senate Bill (SB) 64 passed by the 86th Texas Legislature, Regular Session, required the Texas Higher Education Coordinating Board (THECB), in collaboration with the Department of Information Resources (DIR), to explore ways to incentivize Texas higher education institutions to develop more certificate and degree programs in the area of cybersecurity and submit a report detailing strategies to the lieutenant governor, the speaker of the House of Representatives, the presiding officer of each legislative standing committee with primary jurisdiction over higher education, and each governing board of an institution of higher education not later than September 1, 2020.

Texas Education Code (TEC), Title 3, Chapter 56, Section 56.311(c-1) requires that the Texas Higher Education Coordinating Board (THECB or Coordinating Board) annually provide the Legislature a report on the Toward EXcellence, Access, & Success (TEXAS) Grant Program. This report provides a series of appendices to conform with the statutory expectations.

The Texas Education Code (TEC), Section 61.0664, authorized through the passage of Senate Bill 37, 84th Legislature, Regular Session, requires the Texas Higher Education Coordinating Board (THECB) to conduct an ongoing study on the college recruitment of persons with intellectual and developmental disabilities (IDD). According to the statute, the study is to “identify previously made recruitment efforts, limitations on recruitment and possible methods for recruitment” for this population (TEC, Section 61.0664(c)). Reports are to be submitted to the governor and members of the Legislature by November 1 of each year.
Texas Education Code, Section 61.0663 mandates that the THECB maintain and annually update an inventory of postsecondary educational programs and services provided for persons with IDD by institutions of higher education. Data from public institutions of higher education are posted by institution on the THECB’s website and will be updated annually.

The Texas Education Code (TEC), Section 61.06641, authorized through the passage of Senate Bill 1017, 86th Texas Legislature, Regular Session, requires the Texas Higher Education Coordinating Board (THECB) to periodically review the policies and practices that increase access to higher education opportunities, distribute educational outreach marketing materials, and establish an advisory council on postsecondary education for persons with intellectual and developmental disabilities (IDD). According to the statute, the report should include historic and current higher education data and recommendations for changes to support success and achievement for persons with IDD in accessing higher education (TEC, Section 61.06641(k)). Reports are to be submitted to the governor and members of the Legislature by December 1 of each even-numbered year.
