The TRUE 2025-27 Grant Program is established to support public lower-division higher education institutions and their regional partners to create new, revise existing, or expand short-term career and technical education (CTE) programs in high-demand occupations and higher-earning occupations. Developed and provided in collaboration with workforce stakeholders, these programs support credentials of value and strong employment outcomes.

Each institution may use the attached revised affidavit to establish the eligibility of a student who is not a U.S. citizen for resident tuition during the Fall 2025 semester, in compliance with Section 54.053(3) of the Texas Education Code, as limited by the court’s order.

Requires applicants to provide targets by CTE Program for numbers of enrolled students, completing students, students retaining employment and students employed over specified periods of time.

Lists specific activities, participants, and targeted completion dates associated with the overall project. It should also reflect the deadlines specified in the Program Calendar in Appendix B of this RFA.

Provides details about the selected CTE program(s) that will be the focus of the grant. Proposed CTE program(s) should not duplicate existing postsecondary program offerings unless there is demonstrable unmet local or regional employer demand for an increase in the number of individuals with that credential or skills profile.
