The Texas Higher Education Coordinating Board (THECB) announces the enclosed 2020-21 (FY 2021) revised final allocation amounts for fiscal year 2021 for the Tuition Equalization Grant (TEG) program.

As a reminder, the deadline for institutions to move any unexpended Texas College Work-Study (TCWS) or Work-study Student Mentorship Program (WSMP) allocations to state grant programs is July 1, 2020.

As a reminder, the deadline for institutions to submit their 2018-19 (FY 2019) Tuition Equalization Grant (TEG) Engagement Report to Financial Aid Services is June 30, 2020.

The FY 2020 Tuition Equalization Grant (TEG) Engagement Guide is available on the Student Financial Aid Programs webpage under Program Resources. Private and independent institutions participating in the TEG program are required to have their operations of the program audited on an annual basis by an independent auditor or by an internal audit office that is independent of the financial aid and disbursing office.

The purpose of the engagement is to confirm that awards are made only to eligible students and that the institution has an adequate system of internal controls to ensure adherence to program laws and regulations.

The Texas Higher Education Coordinating Board (THECB) announces the 10-day allocation data review for the 2020-21 (FY 2021) Texas College Work-Study (TCWS) program at public and private/independent institutions. The Texas College Work-Study Program appropriation supports the TCWS, the Work-Study Student Mentorship, and the Texas WORKS Internship Programs. This allocation data review is specifically for the TCWS Program.

The Texas Higher Education Coordinating Board (THECB) announces the 10-day allocation data review for the 2020-21 (FY 2021) Work-Study Student Mentorship Program (WSMP) at public and private/independent institutions. The Texas Higher Education Coordinating Board (THECB) announces the release of the comprehensive 2020-21 (FY 2021) program guidelines, a resource that combines all guidelines in one PDF for ease of use. The enclosed comprehensive guidelines are also posted on the Student Financial Aid Programs (SFAP) Program Resources webpage. 

Reminder: Institutions have until  June 24, 2020 to send a confirmation through CONTACT US (select “Financial Aid Question” as the Contact Reason) for the FY 2019 Tuition Equalization Grant (TEG) Need Survey - Review.

The Texas Higher Education Coordinating Board (THECB) is required to present the result of its most recent annual need survey for Tuition Equalization Grant (TEG) funds as part of its biennial appropriations request to the Legislative Budget Board (LBB) and the governor. The request includes an estimate of the amount needed to fully fund the TEG program in the coming biennium. 

Enclosed is the spreadsheet that lists calculated TEG Need for each institution. Steps for completing the review process is documented within this memo.

Effective July 1, 2020, the interest rate on all College Access Loans (CAL) will be 4.20%.

The Texas Higher Education Coordinating Board (THECB) will begin accepting files June 22, 2020 for the 2019-20 (FY 2020) FAD Reporting Cycle Two.

Enclosed is the updated FY 2020 FAD manual, which is also available on the Student Financial Aid Programs website under Online Resources. Please replace all previous copies of the FY 2020 FAD manual to ensure that financial aid administrators submit all files accurately.

Financial Aid Services (FAS) announces the release of the 2020-21 application for the EAE program; participating institutions can begin distributing the enclosed application to eligible students. We have also updated and enclosed two frequently asked questions resource PDFs. One is intended for institutions and the other is for students. The EAE application and FAQs is also posted on the College for All Texans website under the EAE page.

Financial Aid Services (FAS) announces the release of 2020-21 (FY 2021) program guidelines for the Bilingual Education Program. FAS created this new resource to help participating institutions administer the program to eligible students. The enclosed guidelines are also posted on the Student Financial Aid Programs (SFAP) webpage under Program Resources.

This memo serves as notification to public institutions of higher education that the student selection process of the FY 2021 Good Neighbor Program has been completed.

The Texas Higher Education Coordinating Board (THECB) has completed the selection process for the 2020-21 Good Neighbor Program (GNP). A list of selected recipients was emailed to program officers on May 22, 2020. Each institution is responsible for notifying all students who submitted a GNP application whether they were selected or not.
