The Texas Higher Education Coordinating Board (THECB) announces the annual release of the 2020-2021 (FY 2021) program guidelines. The enclosed guidelines are also posted on the Student Financial Aid Programs (SFAP) webpage under Program Resources.
Each year, updates to the guidelines are made to align with any changes to the Texas Education Code (TEC) and the Texas Administrative Code (TAC) and to improve guidance to assist institutions with the administration of state financial aid programs.

The Texas Higher Education Coordinating Board (THECB) Program Guidelines are intended to support institutions by highlighting requirements that appear in the Texas Education Code (TEC) and Title 19 of the Texas Administrative Code (TAC). When administering the Toward EXcellence, Access, & Success (TEXAS) Grant Program, institutions should always refer to the applicable statutes and rules. The information provided in this document is to be used solely as a resource and does not supersede the statute and/or rules for this program.
