The Texas Higher Education Coordinating Board (THECB) is required to invite all eligible institutions the opportunity to participate in certain state financial aid programs in order to be included in the allocation calculation process on an annual basis. These programs include the Educational Aide Exemption (EAE), Texas College Work-study (TCWS), Texas College Work-Study (TCWS) Mentorship and Tuition Equalization Grant (TEG).

The 2018-19 recommendation form for the Good Neighbor Scholarship (GNS) program is now available through the CBPASS portal.

In the coming months, the Financial Aid Services area will be redesigning the Q&As that were previously available on the Student Financial Aid Programs Information Website (SFAP) under "Resources". During the redesign process, the documents will be unavailable, and a notification will be sent out to the institutions once they are reposted.

The chart below shows the reallocated funds that will be distributed to the institutions that
submitted a reallocated request form by February 20, 2018 for the Toward EXcellence,
Access and Success Grant (TEXAS Grant), Texas Educational Opportunity Grant (TEOG),
and Tuition Equalization Grant (TEG).

Financial Aid Database Report Update FY 2018

The Texas Higher Education Coordinating Board is working diligently to assist and support the institutions with FAD file processing and error resolution.

During the FY 2018 FAD reporting cycle one, necessary updates to the reporting process were identified and have now been completed.

FY 2018 allocation usage reports for the TEXAS Grant, TEOG, TEG and BOT programs as of February 6, 2018

The School Allocation Report accessed through the Higher Education Loan Management System (HelmNet) online portal is temporarily unavailable due to system maintenance. 

Due to the challenges many institutions have reported with pulling data for reporting cycle one, we are no longer requiring institutions to submit an error-free file by January 31, 2018. However, each institution’s file must be completely error-free and validated by the February 28, 2018 deadline.

Beginning 2018, institutions are required to submit a more comprehensive FAD Report three times a year to consolidate data collection.

The Kenneth H. Ashworth Fellowship Program was established in 1997 by the members of the Texas Higher Education Coordinating Board (THECB) to honor Dr. Ashworth for his 21 years of service as Commissioner of Higher Education. The purpose of the program is to provide financial assistance to students with financial need enrolled in a graduate program leading to a career in public affairs, public service or public administration.

Financial Aid Services (FAS) requires an annual User Access Review for the secure web portals used to transmit information between institutions and the Texas Higher Education Coordinating Board (THECB). The three main financial aid portals include: Higher Education Loan Management System (HelmNet), Coordinating Board Pass (CBPASS) and MOVEit DMZ.

Enclosed is the 2018-19 application for the Educational Aide Exemption (EAE) program. Participating institutions can begin distributing copies to eligible students and the application is also posted on the College for All Texans website under the EAE page.
