On June 23, 2020, the Texas Higher Education Coordinating Board (THECB) issued revised allocations to institutions for the TEOG program, based on a plan that reduced the 2020-21 biennial appropriations by 5%. Those revised allocations are now confirmed as final allocations for fiscal year 2021 for the TEOG program.

On June 23, 2020, the Texas Higher Education Coordinating Board (THECB) issued 10-day allocation data review materials to institutions for the TEXAS Grant program, based on a plan that reduced the 2020-21 biennial appropriations by 5%. Institutions had 10 days to review the data, with the review period ending July 7, 2020. The THECB received institutional feedback regarding the data and adjusted allocation calculations to reflect those comments. Enclosed are the final allocations for fiscal year 2021 for the TEXAS Grant program.

The Texas Higher Education Coordinating Board (THECB) announces the enclosed 2020-21 (FY 2021) final allocation amounts, based on the reduced appropriation for fiscal year 2021 for the Texas College Work-Study (TCWS) program at public and private/independent institutions. The Texas College Work-Study appropriation supports the TCWS, the Work-Study Student Mentorship, and the Texas WORKS Internship Programs. This allocation is specifically for the TCWS Program.

The Office of Student Financial Aid Programs (SFAP) would like to provide institutions with resources and updates that can be used throughout the 2020-21 (FY 2021) year.

The Texas Comptroller’s office payment system USAS, will be down from Aug. 31 – Sept. 1, 2020 for year-end processing. Note: Thursday, Aug. 13, 2020 is the last day for borrowers to accept a Loan Approval Disclosure (LAD) in order for funds to arrive at the institution prior to Aug. 28, 2020.  

Financial Aid Services (FAS) announces the release of a new resource for public institutions: Exemption for Blind or Deaf Students - Fact Sheet. FAS developed the fact sheet to help institutions assist students who are blind or deaf that qualify for an exemption of tuition under Texas Education Code, Section 54.364, and are attending a public college or university in the state of Texas. 

The Texas Higher Education Coordinating Board announces the maximum award amount for the Texas Armed Services Scholarship Program (TASSP) for the 2020-21 academic year: the annual amount for initial and continuing awards is $10,000.

Enclosed are the updated 2020-21 Bilingual Education Program Guidelines that include clarification regarding eligibility requirements for the program. One of the requirements to receive an award of program funds is that qualified students must successfully pass the State Board for Educator Certification Bilingual Target Language Proficiency Test.

The Texas Higher Education Coordinating Board (THECB) compiles an annual Financial Aid Report (FAR) concerning student financial aid at Texas public and private/independent institutions of higher education. The report is created in accordance with Texas Education Code (TEC) section 56.082, which calls for the THECB to report the number of Texas College Work-Study (TCWS) students employed by for-profit or nonprofit employers.

To comply with reporting requirements, the institutions on the enclosed list must provide employer status of “for-profit” or “nonprofit” for each TCWS student for the 2018-19 (FY 2019) year.

Beginning Nov. 1, 2019, the THECB will no longer be placing academic holds for delinquent borrowers and the rules will be updated to reflect this change in each of the programs. The THECB believes this is an additional way to support students as they pursue their degrees, rather than placing a roadblock in the way of their efforts.

Each year institutions must conduct a User Access Review of the secure web portals that transmit FERPA-regulated information between institutions and the Texas Higher Education Coordinating Board (THECB).
