Instruction on how to complete the Bilingual Education Scholarship Program Fund Request Form (FRF). Participating Institutions can request Bilingual Education Scholarship Program funds throughout the year on an as-needed basis using the Funds Request Form (FRF). The FRF allows for easier reconciliation between the institution’s Financial Aid Office, Business Office, and the Texas Higher Education Coordinating Board (THECB). To submit the completed funds request, follow the instructions in the Submit the Request section.

The purpose of the Financial Aid Database (FAD) Report is to collect data used by the Texas Higher Education Coordinating Board (THECB) to produce an annual statewide Financial Aid Report, determine state aid program allocations, conduct compliance monitoring, and generate additional statewide and institutional reports. The FAD Report provides the state with a means of measuring and analyzing the funding resources available to students attending public and private/independent institutions of higher education in Texas.

The Texas Higher Education Coordinating Board (THECB) is required to provide an accessible tool for estimating the cost of attendance (COA) for full-time entering first-year students attending institutions of higher education in Texas (see Texas Education Code (TEC), Section 61.0777). General rules concerning the uniform standards for the publication of COA information as well as a tool (Net Price Calculator - NPC) to compute an estimated COA can be found in Texas Administrative Code (TAC), Chapter 21, Subchapter PP.
