On March 29, 2022, THECB CTC staff hosted a webinar for Perkins directors at 2-year colleges and trained on how to update the Comprehensive Local Needs Assessment. Colleges were given guidance on submission requirements and important dates.
The CLNA Executive Summary is a new requirement for the FY23 CLNA update. Institutions will be required to include this as a cover page to the CLNA and attest that they conducted all of the requirements mentioned.
This document is a required page for institutions to submit with the comprehensive local needs assessment. Institutions must certify that they met and engaged with statutorily required stakeholders.
The comprehensive local need assessment instructions will be useful to institution’s CLNA process by providing guidance on how to organize and execute the CLNA. This includes how to put together a task force, compose action plans, gathering and analyzing data, and writing the CLNA narrative.
The comprehensive local need assessment narrative template will be useful to institution’s CLNA process by providing insight on the formatting and writing of the CLNA. This includes suggested page limits and how to write up information and observations from local stakeholder meetings. This will also help one to transition the items documented on the CLNA analysis matrix into a narrative format.
The comprehensive local need assessment online resources will be useful to institution’s CLNA process by providing a list of free online resources regarding the background of Perkins V, the CLNA process, stakeholder engagement, labor market information, and access/equity.
