As per statute enacted in 2017 by the 85th Texas Legislature, the Coordinating Board is required to provide a report to the Legislature that includes a summary compilation of data on the higher education and workforce outcomes of students who graduated from Texas public high schools based on the Individual Graduation Committee (IGC) review process allowable under the Texas Education Code, Section 28.0258. In accordance with Texas Administrative Code, Chapter 5, Subchapter G of Coordinating Board rules, an institution designated as a research university or an emerging research university in the THECB Accountability System must have a strategic plan for achieving recognition as a research university or enhance the institution's reputation as a research university. Institutions are required to update their strategic plans every five years using these guidelines.
