The General Appropriations Act, House Bill 1, Article III, General Provisions, Section 45, 88th Texas Legislature, Regular Session, for the 2024-25 biennium directs the Texas Higher Education Coordinating Board (THECB or Coordinating Board) to submit an annual report that presents the goals and practices of Texas public general academic institutions (GAIs)/public universities to improve the transfer experience. The annual report describes current public university efforts to increase the number, success, and persistence of Texas community college transfer students. The report provides comparative data for two populations: community college transfer students, and students who entered the public universities as freshmen.
