Institutions that are eligible for Title III funds from the U.S. Department of Education (ED) are exempt from the Texas College Work-Study (TCWS) and Work-Study Student Mentorship Program (WSMP) matching requirement that participating entities (e.g., institution, nonprofit employer, school district) must provide a certain percentage of an employed student's wages. To qualify for the exemption, institutions must submit a current copy of the Title III Eligibility Letter to the Texas Higher Education Coordinating Board.

The Texas Higher Education Coordinating Board (THECB) Program Guidelines are intended to support institutions by highlighting requirements that appear in the Texas Education Code (TEC) and Title 19 of the Texas Administrative Code (TAC). When administering the Texas College Work-Study (TCWS) Program, institutions should always refer to the applicable statutes and rules. The information provided in this document is to be used solely as a resource and does not supersede the statute and/or rules for this program.

As a reminder, the deadline to return unused or ineligible 2018-19 (FY 2019) Texas College Work-Study (TCWS) funds to the Texas Higher Education Coordinating Board (THECB) was May 31, 2019. Institutions that have not returned funds may have the opportunity to transfer remaining TCWS funds into an eligible state grant program through the Authority to Transfer process.
