Program Guidelines Release FY 2021 Memo: The Texas Higher Education Coordinating Board (THECB) announces the annual release of the 2020-2021 (FY 2021) program guidelines. The enclosed guidelines are also posted on the Student Financial Aid Programs (SFAP) webpage under Program Resources.
